Dr. Raymundo P. Arcega, CESE
University President

Dr. Raymundo P. Arcega, is a multi-faceted man. He is a dynamic leader, a well-rounded educator, and a devout family man.

He is the University President of the Pamantasan ng Lungsod ng Muntinlupa.

Prior to him joining PLMun, he served as the 1st Chancellor of the Lyceum of the Philippines University- Laguna& LPU St. Cabrini School of Health Sciences.

He was recently appointed as the Chairman of the National Network of Quality Assurance Agencies (NNQAA) and also serving as President and Executive Director of the Commission on Accreditation for Local Colleges and Universities (ALCUCOA) and Executive Director of the Association of Local Colleges and Universities (ALCU) and ALCU Athletic Association.

As an Organization Development and Human Resources practitioner, he led organizational change in different capacities. He became University President of the Pamantasan ng Cabuyao, College President of Colegio ng Lungsod ng Batangas, Vice President for Academic Affairs Pamantasan ng Lungsod ng Muntinlupa, Executive Vice President, Vice President for Administration and Finance and Human Resource Management Officer of the University of Makati, Director for Human Resources of the Ospital ng Makati, Dean, College of Business and Accountancy of the University of Batangasand Principal and Dean of Student Affairs of Rosa Sevilla Memorial School.

He is the Chairman of the Board, Diliman Educational Corporation and Education Consultant of the City of Malabon University Manila and Governor Alfonso D. Tan College in Mindanao.

In 2019, he initially served as Human Resource Official of the PambansangPangasiwaan ng Patubig (NIA), a Government Owned Control Corporation under the Office of the President and also shortlisted for Presidency of Batangas State University in 2014, Southern Luzon State University in 2015, Cavite State university in 2016, Technological University of the Philippines in 2018 and Laguna Polytechnic State University in2019.

Other than a Human Resource practitioner, he is a well-rounded educator. Dr. Arcega is a trainer on the Development of Human Resources, Productivity Tools and Organization, Cooperative Management, as well as CommunityOrganizing.

The repertoire of academic institutions where he honed his teaching skills is long and well- reputed. Among his teaching stints include Far Eastern University,Philippine Normal University, De La Salle University-College of St. Benilde, Miriam College, Polytechnic University of the Philippines, University of Makati, Pamantasan ng Lungsod ng Muntinlupa, Taguig City University, Pateros Technological College, United Doctors Medical Center Colleges, Fishers Valley College and St. Michael College of Laguna amongothers.

He has conducted training programs in government institutions and private companies, including abroad. Aside from currently being a visiting Professor, he is a research presenter and speaker in Singapore, Malaysia, India, Indonesia, Hongkong, Sri-Lanka, China, Korea, andJapan.

As a dedicated public servant, he wrote the book “Philippine Community Development” and “Karangalan at KatapatansaSerbisyoPubliko” which was published by the Civil Service Commission in its 100 Years. He wrote books in Human Resource Management, Strategic Management and ConsumerBehavior.

His undying commitment to serve the country and people through education, people empowerment, youth development and peace advocacy was proven in his stint as Vice President of the Professors World Peace Academy (PWPA), Vice President of United Nations Association of the Philippines (UNAP), Director, Public Relations Officer and Lifetime Member of the Personnel Officer Association of the Philippines (POAP) and Director for Youth Affairs of the Young Men’s Christian Association (YMCA-Makati). He also served as Chairman of the Makati Education Sub-Sector and Chairman of Makati First TQM Core Group.

He is a consistent recipient of FEU Teaching Performance Excellence Award and has been named as FEU Outstanding Alumni in 2019 and Outstanding Administrative Employee (Officer Level) of the University of Makati in 1997.

He finished his Doctorate degree in Business Administration at the Polytechnic University of the Philippines and his Master’s Degree in Business Administration at the Ateneo De Manila University. He earned the degree of Bachelor of Arts in Political Science from Far Eastern University. He went to postgraduate education in Industrial Relations at the University of the Philippines,Public

Administration at the University of Santo Tomas, Social Science Education at the Philippine Normal University, and Bachelor of Laws at Manuel L. Quezon University School of Law. He successfully passed the Career Executive Service Eligibility Examination.

Dr. Raymundo P. Arcega is an epitome of a modern-day educator and manager, progressive-minded, dynamic mover and highly adaptive to the changing needs of the fast moving generation.
